Founding Partner

José Hidalgo Fung Delgado is a lawyer and consultant with over 20 years of experience in Commercial Law, Civil Law, and Law of Obligations, as well as in the design and implementation of risk management processes. He is the Founding Partner of National Risk Management, S.A. and FUNG ABOGADOS S.C., a firm specializing in business legal advice, regulatory compliance, and civil and commercial litigation.

He graduated from the Faculty of Law and Political Science at the University of Panama. His thesis, “Towards New Legislation on Negotiable Instruments”, was awarded the Dr. César Quintero recognition.

He holds a Master’s degree in Compliance from the IMF Business School, with a dual degree awarded by the Camilo José Cela University (Spain), and a Master’s degree in Civil Liability from the European Institute of Business Studies. He is currently pursuing a Master’s degree in Business Law.

He has complemented his education with specialized studies in:

He has participated as a speaker in relevant academic events, including:

  • General teaching on informed consent and advance directives in palliative care – National Oncology Institute (2023)

As a consultant, he has advised various companies on issues related to consumer protection, regulatory compliance, legal risks in medical assistance services, contract negotiation, and corporate governance.
